On 15 April 2014, European ministers attending the Fourth High-level Meeting on Transport, Health and Environment, hosted by the Government of France, adopted the Paris Declaration: City in Motion - People First!. The Declaration sets priorities and calls for action to ensure green and healthy mobility and transport to secure sustainable livelihoods for all.
"I congratulate all Member States on the Paris Declaration, on establishing a very clear and concrete course of action for health, transport and environment sectors to work hand in hand, said Zsuzsanna Jakab, WHO Regional Director for Europe, speaking on behalf of the joint WHO Regional Office for Europe/United Nations Economic Commission For Europe (UNECE) Secretariat of the Transport, Health and Environment Pan-European Programme (THE PEP). The Regional Director emphasized the links between the Declaration and the post-2015 development agenda, with a focus on sustainable development and social and economic justice.
Marisol Touraine, Minister of Social Affairs and Health, France; Frédéric Cuvillier, Minister of Transport, Maritime Affairs and Fisheries, France; Eva Molnar, Director, Transport Division, UNECE; and Marco Keiner, Director, Environment Division, UNECE, joined the Regional Director in signing the Declaration on behalf of Member States.
About the Declaration
Through the Paris Declaration: City in Motion - People First!, European countries are creating a new vision of green and healthy mobility and transport to ensure sustainable livelihoods for all, linking the promotion of health and sustainability to socioeconomic justice. This is supported by new goals and tools including:
a new priority to integrate transport, health and environmental objectives into urban and spatial planning policies;
THE PEP Academy, strengthening knowledge and skills development for integrated transport, health, environment and spatial planning;
a pan-European master plan to promote cycling; stronger partnerships with city networks, civil-society organizations and the research community; and the mobilization of young people and their organizations.
Fourth High-level Meeting on Transport, Health and Environment
The Meeting was held on 14-16 April. Over 20 ministers, deputy ministers and state secretaries of health, environment and transport, as well as ambassadors, took part in lively discussions on the second day. Participants representing Member States and civil-society and international organizations welcomed the Paris Declaration.
